1, 2 and 4 are all pretty simple I think. Red Flag Laws have already passed muster on the state level and have been passed in red states. The background checks are already passing through a national database, that is easy enough to flag. And limits on certain functionalities of guns doesn't abridge the actual right to ownership of the guns.
Background checks of all sales is tough because it requires people to meet up at a licensed dealer (we have 4 times as many in the US as we have McDonalds though, so not too tough) or you'd have to have a national database that the public which would likely lead to more gun thefts (see below)
the last one is big to me for common street crime but there are plenty of reasons that people don't report crime to police (being involved in other crimes being an obvious one).

The fact that the Gov't can't really study shootings effectively makes it difficult, but my understanding is there is some evidence that it helps with mass shootings and likely has a huge impact on suicides.
Mass shootings are way too common but also rare so it's likely if you prevent one, you've prevented the one that would have happened in the area. I know that the Maine shooting isn't the first case where people have given signs of their intent and presumably could have been blocked.
How do guns get to gangs, generally speaking? I assume most of them aren't buying them from a dealer. Is it a Sons of Anarchy situation where they're being supplied by Mexican Cartel or something?

Based on my personal anecdotal evidence, #1 by far is stolen, #2 is straw purchasers....there is likely some importing as well but it's much harder to get guns in Mexico than it is here.
ETA: I had a client years ago who was shipping guns TO Lebanon. That should probably tell us something.

My cousin (technically my dad’s cousin, but whatever) did prison time for being a straw purchaser to pay off a drug debt.
for the files, this is the same cousin who recently had his armed robbery charge dropped. Nice to see he’s learned his lesson.
