Since Prez will only insult you rather than give an actual answer, I'll jump in.
Everything seems to indicate this guy was mentally ill, was literally telling people he was going to shoot people up, was literally hospitalized for this and set free. So, everything the right's been saying (other than the useless thoughts and prayers) about mental illness being the root cause of these incidents was accurate here, so the majority of the mainstream media isn't going to have much to latch on to. It's can't be white supremacy (well, maybe it could, who knows these days), because he killed a bunch of white people. Only thing the narrative can whine about is once again punishing the legal, responsible gun owners because this guy fell through the failed system the leaders in that state assured everyone would work.
Ipso facto, this is going the way of the SUV in Wisconsin. It doesn't work to push the divide, so it's gone by the end of the week.

What's the law that can be written that will pass Constitutional muster and reduce mass shootings?
Red flag laws. Notice to LE of failed background checks. Background checks on any sale. Limits on capacity magazines, etc. Requirements that lost and/or stolen guns be reported to police.

1, 2 and 4 are all pretty simple I think. Red Flag Laws have already passed muster on the state level and have been passed in red states. The background checks are already passing through a national database, that is easy enough to flag. And limits on certain functionalities of guns doesn't abridge the actual right to ownership of the guns.
Background checks of all sales is tough because it requires people to meet up at a licensed dealer (we have 4 times as many in the US as we have McDonalds though, so not too tough) or you'd have to have a national database that the public which would likely lead to more gun thefts (see below)
the last one is big to me for common street crime but there are plenty of reasons that people don't report crime to police (being involved in other crimes being an obvious one).
