Cardinals batter hits a fly ball down first base line. Cubs fan reaches over the rail and catches it. Umps rule it as an out somehow and replay doesn't overrule the call.

I'm at casino and can't hear audio, but how does that make any sense. You can't assume the RF will make the catch. How does the hone team fan get to record an out on the visiting team?
