Watson then partially disrobed Jane Doe and penetrated her vagina without consent, implicit or explicit. Jane Doe felt paralyzed, unsure if she should risk her safety by trying to stop Watson or endure his assault. For football, probably. However, Ted Stepien still reigns as the worst ever across the board.

Stepien made a lot of bad decisions, but the NBA stepped in to protect him and reverse some of them. The Cavaliers were a bad team when Stepien bought them, and they were slightly worse when he sold them a few short years later.
The Browns have squandered a good roster with bad QB play, and gave up a ton for bad PR and horrible play on the field. Watson is using up a ton of the salary cap, while giving up a ton of draft picks including 3 first rounders.
I think this decision will hamper the Browns longer than Stepien's ownership did with the Cavs.
