Ohtani's career WAR is 42.3 (27.1 as a hitter and 15.2 as a pitcher). Excluding guys who played only in the Negro Leagues (I asusme their stats would be all weird with fewer games and such), there are 10 pitchers and 25 hitters in the HOF with fewer career WAR.
The pitchers are mostly closers except for Catfish Hunter, Bob Lemon, and a couple early 1900s dudes. But he's already had a better career than guys like Harold Baines, Hack Wilson, Phil Rizzutto, and Roy Campanella. And he'll catch Gil Hodges, Lou Brock, and Jim Rice next year.
