Sounds like they need a lot of work to make this functional:
That seems deficient, I know it says minimum, but as 31 would say I think the toothpaste is out of the tube at this point. The Title IX issue is also a thorny one.
There is an ungodly amount of money to go around. Just look Ohio State's athletics budget vs Ohio University's (mentioned in the article). They'll find the money and if they don't they'll go down to the lower FBS division. It's inevitable--the schools with the money will spend to stay in the upper level and the others (such as smaller private universities) will relegate themselves.

again man, none of this is good
Money destroying the Pac-12 was a terrible development for College Football.

Yeah, but college football was built on a fraudulent foundation as soon as everyone but the players started making money.
The idea isn't perfect but from what I've seen the new NCAA proposal today was pretty good--the threshold for money required for the upper level is not so steep that it would only be the B1G and the SEC. It's still absolutely not perfect but at least the NCAA is trying for the first time in its existence. They had the opportunity 20 years ago to read the writing on the wall and they ignored it.

isn’t the problem that the education these guys receive is essentially useless?

In a lot of instances it really isn't useless.
There are a lot of football players that never went pro, that wouldn't have gone to college without football and they improved their lives economically because of the education.
I think a lot of that is getting lost in this pay for play area. When the game and sport is essentially removed from the college educational experience, it will be the NFL version of the G-league.
The education absolutely has value. It’s not remotely close to the value that the players bring to the school.
the education most of them get is of zero value.
It is of more value to more players than you think. We focus on the 1% of players that are going to have NFL Careers.
I remember reading this article when it came out, and I thought it was interesting how many players had good careers not related to football. Attending Boise State, which was described as a glorified community college by Pac-12 Presidents, was of great benefit to a lot of those players.
So they shouldn't get paid and also don't receive education as a value? That's quite the argument for keeping things as they are now.
or how about you get kids that actually belong in college and can just so happen to play football and have them actually go to class and stuff instead of just being minor league football?
Yes mj is actually right, there’s probably a ton of kids who get an education through playing football.

We’re going to fix the shitty watered down product by replacing the players with smart kids that are sorta good at football?

it’s a shitty watered down product because it’s like the same 5 schools every year (can’t wait for someone to ackshually me here) that now can pay whatever they want to get the best players. It’s pro sports.
Whatever you guys love college football (not you actually) and you all have your school that you root for and they can win 55-0 and you are all happy.
I used to like college football. I especially liked watching the Big Ten. I don’t have any interest at all in it anymore. To that, I won’t comment on college football on this site anymore
